Background: The upland forests, coastal resources and wildlife that support the social, ecological and economic resilience of West Africa are at risk. Complex forces that drive resource degradation—illegal and unsustainable logging, wildlife poaching and trafficking, poverty, population growth and weak governance—threaten the sustainability of key transboundary resources and undermine the ability of the human and natural systems to respond and adapt to climate change shocks and stresses. Projected changes in the West African climate—temperature increases on the order of degrees centigrade, unpredictable rainfall, and the greater frequency of droughts and floods—will affect livelihoods and challenge economic growth and resilience across the region.

Climate change is happening — the extensive and critically accepted reports of the Intergovernmental Panel on Climate Change IPCC have removed any remaining doubt. One particularly visible sight that brings climate change to the attention of the public is the series of large tracts of bleached coral on the Great Barrier Reef resulting from unusually warm summers. The Great Barrier Reef is an Australian icon, symbolic of the wealth of Australia's biological diversity. It is the nursery to fishing industries and is visited by thousands of tourists each year, bringing hundreds of millions of dollars into our community. While the high visibility of coral bleaching has made us aware of this impact of climate change we should be equally concerned about the many other, less obvious but perhaps equally damaging impacts of climate change on biological assets and ecosystem processes. Are there more subtle responses hidden in our Gondwanan rainforests and extensive rangelands that we are failing to see?

Biodiversity loss

One reason we care about the environmental impacts of our choices is because they affect natural systems. But how do we quantify this effect, and how do we assess our impact? One way to look at nature is utilitarian: what does it bring us?

Biodiversity loss includes the extinction of species worldwide, as well as the local reduction or loss of species in a certain habitat , resulting in a loss of biological diversity. Global extinction is being driven by human activities which overreach beyond the planetary boundaries as part of the Anthropocene and has so far been proven to be irreversible. Even though permanent global species loss is a more dramatic and tragic phenomenon than regional changes in species composition , even minor changes from a healthy stable state can have dramatic influence on the food web and the food chain insofar as reductions in only one species can adversely affect the entire chain coextinction , leading to an overall reduction in biodiversity , possible alternative stable states of an ecosystem notwithstanding. Ecological effects of biodiversity are usually counteracted by its loss. Reduced biodiversity in particular leads to reduced ecosystem services and eventually poses an immediate danger for food security , but also can have more lasting public health consequences for humans.

Current knowledge of effects of climate change on biodiversity is briefly reviewed, and results are presented of a survey of biological research groups in the Netherlands, aimed at identifying key research issues in this field. In many areas of the world, biodiversity is being reduced by humankind through changes in land cover and use, pollution, invasions of exotic species and possibly climate change. Assessing the impact of climate change on biodiversity is difficult, because changes occur slowly and effects of climate change interact with other stress factors already imposed on the environment. Research issues identified by Dutch scientists can be grouped into: i spatial and temporal distributions of taxa; ii migration and dispersal potentials of taxa; iii genetic diversity and viability of meta populations of species; iv physiological tolerance of species; v disturbance of functional interactions between species; and vi ecosystem processes.

The impact on the species and habitats protected by the Bern Convention may differ widely, depending on the species, their habitats and location. This publication includes six expert reports presenting concrete measures for addressing the vulnerability of Europe's natural heritage in the face of climate change and its effects, and how this heritage must adapt in order to survive. This publication reproduces the full text of Recommendation on addressing the impacts of climate change on biodiversity, adopted by the Standing Committee of the Bern Convention in November , which stresses the urgent need to tackle the impact of climate change on biological diversity and on its conservation. With this publication, the Council of Europe aims to increase awareness about the links between biodiversity and climate, and emphasise the large potential for synergies when addressing biodiversity loss and climate change in an integrated manner.
